If you say to ask for advice on where to stay, as the best compromise would satisfy, for all practical purposes, I, Parma, then the Piedmont (everywhere) and Verona.
For art and cuisine, all of Italy is a great way to somewhere else, tradition and art history, but you can find great values everywhere, as the language not recommend Northern Cities south of Rome, the dialect of daily living or mixture of Italian and dialects used. Many good places to visit or live in the south do not want to be misunderstood, but not ideal for learning Italian.
